This is Silca's Nastro Piloti Handlebar tape. This 1.85mm thick tape, designed for aggressive riding, features the cushioning of 2.5mm thick tape of other technology. The Dual-Tread allows for the tape to be for High Grip or Max Grip depending on wrap direction.
